| 描述： | Early evening/night polder very close to the city of 'sHertogenbosch in Holland just after sunset in February. There is almost no wind, but just enough to get the sound from by me the wanted direction. I have waited months for this recording conditions. Hope you enjoy it.http://static.panoramio.com/photos/medium/103608244.jpg You hear the hum of the city, the electric passengertrains passing a modern concrete flyover and traffic far going trough a lowered road along the polder. After 22 minutes a group of runners far, chatting and running. The trainer sometimes whistles a whistle, so the have to make a “legal uturn”. Runners good audible after 35 minutes, but far enough to go up in the background. In the polder the meadowbirds are audible sometimes. Important function of this polderThe polder is an inundation area for high waters of the rivers around. It will be overflow if the waters behind the dike is to high once in 50100 years the waterauthority says. It protects the city's and villages for high waters. LegislationRegional water authorities are part of the government organisation: within set legal boundaries they can take binding decision for citizens, lay down regulations and issue or refuse permits and levy taxes.On that account a regional waterauthority is just like provincial and local governments a territorial decentralised government. The boundaries of the area over which the regional waterauthority governs are legally set.The Water Act is leading in general water management, along with government regulations and regulations of decentralised governments. These form the main source of water legislation, which can be defined as the total sum of legislative rules and regulations pertaining to water management.
